Measure – Child and young person concern reports received by the Child Protection Helpline

Description

This refers to number of child and young person concern reports received by the Child Protection Helpline in the reporting period.

Risk of significant harm status refers to the screening at the DCJ Child Protection Helpline.  A child/young person is at risk of significant harm if the circumstances that are causing concern for the safety, welfare or wellbeing of the child/young person are present to a significant extent. This means it is sufficiently serious to warrant a response by a statutory authority irrespective of a family's consent.

Description

District reflects where the child/young person's case plan is held at their first ROSH report in the reporting period.

Statewide Services also includes 'not entered', in most cases where reports don't require a field response after an assessment/screening is undertaken at the Child Protection Helpline.

Measure – ROSH reports by response priority

Description

The percentage figures refer to the total number of child and young person concern reports meeting the statutory threshold of ROSH by response priority in the reporting period as a percentage of the total number of child and young person concern reports meeting the statutory threshold of ROSH in the reporting period.

When the Helpline assesses a report as meeting the ROSH threshold, the response priority is an indication of how quickly an investigation should be initiated.  The more immediate the associated risk to the safety and wellbeing of a child/young person, the quicker the recommended response priority.

Other/missing includes those reports marked as "no response required" and those with the required information left blank.

For 2017-18, Not Applicable (N/A) mainly relates to ROSH reports for additional children recorded at field assessment hence, final response priority is not applicable

Description

The figures refer to the total number of child and young person concern reports meeting the statutory threshold of risk of significant harm (ROSH) by primary Helpline assessed issue in the reporting period.

The percentage figures refer to the total number of child and young person concern reports meeting the statutory threshold of ROSH by primary Helpline assessed issue in the reporting period as a percentage of the total number of child and young person concern reports meeting the statutory threshold of ROSH in the reporting period.

Child/young person risk behaviours includes:

  • Drug/alcohol use by child or young person
  • Child inappropriate sexual behaviour
  • Suicide risk for child
  • Child or young person is danger to self/others, introduced in 2013/14
  • Children and young people self-harming behaviour, introduced in 2014/15.

Prenatal reporting is defined under Section 27 Children and Young Persons (Care and Protection) Act 1998 which provides for reports to be made for unborn children where there are concerns that the child may be at ROSH after his or her birth. Prior to 2012/13 prenatal reports were captured under ‘Carer: other issues’ category.

For 2017-18 'Other issues' includes ROSH reports for additional children recorded at field assessment hence, Helpline assessed issue is not applicable.

Description

A mandatory reporter is a person who as part of their professional or paid work or as the supervisor/manager of a person who as part of their professional or paid work, delivers health care, welfare, education, children's services, residential services or law enforcement to children. Mandatory reporters are required to make a report to FACS if they suspect that a child is at risk of harm.

NEW Education includes NSW TAFE up to 2014-15.

Measure – Child and young person concern reports by contact outcome

Description

The numbers refer to the total number of child and young person concern reports by contact outcome in the reporting period.

The percentage figures refer to the total number of child and young person concern reports by contact outcome in the reporting period as a percentage of the total number of child and young person concern reports in the reporting period.

The contact outcome occurs after the Helpline assesses whether child/young person concern reports reach the ROSH threshold, incorporating the use of the structured decision making screening tool. Reports that do not meet the threshold are assessed as requiring no response at that point in time or forwarded for information or other action.

In 2017-18, 'No response required' and 'Forwarded for information or other action' are reported together under 'Non-ROSH reports'.
