Description

The numbers refer to the total number of Aboriginal/non-Aboriginal children and young people receiving IFSS at any point of time in the reporting period.

The percentage figures refer to the total number of Aboriginal/non-Aboriginal children and young people receiving IFSS at any point of time in the reporting period as a percentage of the total number of children and young people receiving IFSS at any point of time in the reporting period.

IFSS are defined as those funded services that aim to prevent imminent separation of children from their primary caregivers because of child protection concerns and those services which aim to reunify families where separation of children from their primary caregivers has already occurred for child protection reasons.

IFSS include unique children and young people participating in Intensive Family Services, Intensive Family Preservation, Brighter Futures program, Strengthening Families, Intensive Family Based Services (IFBS) and NGO IFBS collection.

Description

Brighter Futures program is an early intervention program targeting the families of children who are at high risk of entering the statutory child protection system. Prior to July 2014, the target group was focused on those families who do not meet the ROSH threshold. From July 2014 the target group expanded to include eligible children and families where the ROSH threshold has been met.

Brighter Futures program is designed for families who have children aged under nine years or who are expecting a child. Priority of access is given to families with children under three years of age. Families participate in the program on a voluntary basis.

Due to the introduction of ChildStory, reporting on Brighter Futures program in 2017-18 is not available.

Description

The rate of children and young people involved in ROSH reports is calculated as the total number of children and young people involved in ROSH reports, divided by the population aged 0-17 years published in Australian Bureau of Statistics (ABS), multiplied by 1,000.

Population used in rate calculation are based on Estimates and Projections, Aboriginal and Torres Strait Islander Australians, 2001 to 2026 and ABS Estimated Resident Population, NSW as at 30 June 2016.

For children/young people reported more than once, the age at the first report for the year is used.

Description

Measure – Children and young people involved in ROSH reports by selected mandatory reporters

Description

This refers to number of unique children and young people involved in ROSH reports by selected mandatory reporters in the reporting period.

A mandatory reporter is a person who as part of their professional or paid work or as the supervisor/manager of a person who as part of their professional or paid work, delivers health care, welfare, education, children's services, residential services or law enforcement to children. Mandatory reporters are required to make a report to FACS if they suspect that a child is at risk of harm.

As a child may be reported by one or more reporter type throughout the year, the categories presented are not mutually exclusive.

Education includes NSW TAFE up to 2014-15.

When adjusted to make them comparable, there was a decrease of 1.1% and 3.1% in the number of Aboriginal children and young people and non-Aboriginal children and young people in OOHC respectively, compared to 30 June 2017.

Compared to 30 June 2016, there was a decrease of 0.1% and 4.0 % in the number of Aboriginal children and young people and non-Aboriginal children and young people in OOHC as at 30 June 2018 respectively.

Measure – All adoptions by type of adoption

Description

This refers to the total number of all adoptions by type of adoption in the reporting period. It includes all children for whom final adoption orders were made during the financial year. This includes orders that were made in Australia and, in the case of some intercountry adoptions, where the full adoption order was made in the country of origin.

These figures are sourced from Adoption Services records that are provided to the Australian Institute of Health and Welfare (AIHW) for the annual Adoptions Australia report.

‘Bilateral adoptions’ were referred to as ‘non-Hague’ adoptions prior to 2017-18.

‘Other’ includes children adopted by commissioning parent(s) (surrogate parents), whether the commissioning parent is a relative or not.

Description

This refers to number of child and young person concern reports received by the Child Protection Helpline in the reporting period.

Risk of significant harm status refers to the screening at the DCJ Child Protection Helpline.  A child/young person is at risk of significant harm if the circumstances that are causing concern for the safety, welfare or wellbeing of the child/young person are present to a significant extent. This means it is sufficiently serious to warrant a response by a statutory authority irrespective of a family's consent.

When the Helpline assesses a report as meeting the ROSH threshold, the response priority is an indication of how quickly an investigation should be initiated.  The more immediate the associated risk to the safety and wellbeing of a child/young person, the quicker the recommended response priority.

Prenatal reporting is defined under Section 27 Children and Young Persons (Care and Protection) Act 1998 which provides for reports to be made for unborn children where there are concerns that the child may be at ROSH after his or her birth. Prior to 2012/13 prenatal reports were captured under ‘Carer: other issues’ category.

Description

The rate of children and young people in statutory OOHC is calculated as the total number of Aboriginal/non-Aboriginal children and young people in statutory OOHC, divided by the Aboriginal/non-Aboriginal population aged 0-17 years published in Australian Bureau of Statistics (ABS), multiplied by 1,000.

Population used in rate calculation are based on Estimates and Projections, Aboriginal and Torres Strait Islander Australians, 2001 to 2026 and ABS Estimated Resident Population, NSW, LGA by age and sex, at 30 June.

Data for non-Aboriginal children and young people also includes children and young people with status not stated.
