SAHF Phase 2 provides a unique and long term opportunity for a highly capable entity or consortia to provide Services to the social and affordable housing sector for up to 25 years.
SAHF Phase 2 will utilise a two stage procurement process with an Expression of Interest (EOI) followed by a Request for Proposal (RfP) from applicants short-listed from the EOI process.
SAHF Phase 1 was the first transaction of its kind in Australia delivering 2,200 dwellings. SAHF Phase 2 seeks to build on the success of Phase 1, and is seeking to deliver access to an additional 1,200 social and affordable dwellings across NSW.
As part of an extensive market engagement process for SAHF Phase 2 – including market briefings, consultations with peak bodies and targeted meetings with the financial and Community Housing Provider sectors – we have had the opportunity to consider improvements to the SAHF procurement process from Phase 1.

The Invitation for Expressions of Interest (Invitation for EOI) for the second phase of the Social and Affordable Housing Fund (SAHF Phase 2) was released on Wednesday 7 February 2018 and closed at 2:00pm AEDT on Wednesday 21 March 2018.
EOIs received within the allocated timeframe are now under review. A Request for Proposal (RfP) will be issued to short-listed applicants.
An industry briefing was held on 13 February 2018, with 105 attendees from 61 organisations. This formally concludes the market engagement phase for SAHF Phase 2.
