Disability Council DIAP checklist
This checklist has been developed by the Disability Council NSW as a guide to best practice in Disability Inclusion Planning. It is a useful tool authorities can use to check their DIAP before submitting it to the Disability Council and includes all of the essential requirements under the Disability Inclusion Act and other requirements that the Disability Council believes each DIAP should meet to ensure DIAPs fulfill their role of fostering more accessible and inclusive communities. This checklist includes the following:
- Does the plan include details of consultation with people with disability, as is required under section 12 of the Disability Inclusion Act 2014?
The plan should include details about:
- the opportunities people with disability were given to provide input into the development of the DIAP
- the supports provided to ensure a diverse range of people with disability were consulted (e.g. documents are in accessible formats and various languages, advocates and interpreters)
- the people with disability and representative organisations that were engaged during DIAP consultations (including if these people were from Aboriginal and Torres Strait Islander or Culturally and Linguistically Diverse backgrounds)
- how the insights of people with disability gained from consultations were incorporated into the DIAP
- the opportunities people with disability will be given to provide ongoing feedback about the DIAP and how well the strategies are/are not working.
- Does the plan have regard to and reflect the Disability Principles outlined in section 4 of the Disability Inclusion Act?
- Does the plan have regard to and reflect the Disability Principles recognising the needs of particular groups outlined in section 5 of the Disability Inclusion Act?
- Does the plan provide, as is required under section 12 of the Disability Inclusion Act, an explanation of how the plan supports the goals of the NSW Disability Inclusion Plan?
- Does the plan comply with the Department of Family and Community Services NSW Disability Inclusion Action Planning Guidelines?
- Does the plan contain strategies, as required under section 12 of the Disability Inclusion Act which:
- ensure that people with disability will have equal access to buildings, events and facilities
- ensure that people with disability are able to exercise their right to access information
- accommodate the specific needs of people with disability
- support the employment of people with disability
- encourage and create opportunities for people with disability to access the full range of services and activities available in the community?
- For each of the aforementioned strategies, does the plan:
- give specific details about each strategy
- explain how the effectiveness of each strategy will be measured
- give realistic and appropriate timeframes for each strategy
- assign responsibility for each action to a specific business unit
- outline what resources will be allocated to implement each strategy?
- Does the plan provide details on monitoring, evaluation and reporting including:
- who or what group is responsible for the overall implementation and monitoring of the plan
- how people with disability will be engaged to provide feedback on the plan
- what requirements will be imposed to ensure continuous monitoring, evaluation and reporting on all aspects of the plan
- how feedback from monitoring, evaluation and reporting will be used to improve the plan?
- Does the plan use appropriate terminology that respects the dignity and autonomy of people with disability?
- Has the plan been provided in accessible formats, including:
- languages other than English
- easy English
- sans serif font (Arial), minimum font size 12 point
- PDF and Word
- without tables and textboxes (to ensure compatibility with screenreading software)
- Has the plan been completed within the relevant timeframe?
- Has the plan been made publically accessible (for example, published on the public authority’s website)?
- Has the link to the plan been submitted to the Disability Council?
